TCAS RESOLUTION ADVISORY = TCAS R.A.

ATC advisory/command is superseded by TCAS R.A. meaning you MUST follow TCAS R.A. over ATC

if you encounter a case where ATC advisory conflicts with TCAS R.A., it has to be reported to NTSB.
